Educational institutions that are part of it face challenges never encountered in society that have an impact on these institutions and communities of pupils and educators. These include strong demographic changes, reductions in provincial budgets, revolutionary forecasting of information and telecommunications technologies, globalization, competing with new educational providers, market pressures to shape educational and academic practices towards profit-oriented goals, and the growing demands and pressures in public policy and public accountability regarding the role of higher education in addressing the pressing societies and society's urgent questions. All of these challenges would be significant in themselves, but together they will increase the complexity and difficulty of education in maintaining or promoting the core work of the public good.

Through an educational forum, we agree that: the link between higher education and society requires a wide-ranging effort that involves the whole of education, not just individual institutions, departments and associations.

The detailed solutions just go so far; strategies for change should be shared with common ideas and common objectives. The "movement" approach of change is a major promise of transforming the university culture as the dominant "organizational" approach.

A common agenda

The common agenda aims to create a "living" document and an open process for collective action and guides the management of learning between committed and committed partners within and outside of higher education. We recognize the interconnection of politics, power, and privilege. The common agenda is not about self-service of higher education, but attitude towards "conversation" as opposed to public goals. We consider the common agenda to be a dynamic live document and we expect that the activities it undertakes will change over time.

THE COMMON AGENCY FRAMEWORK The general context of the common agenda is shown below.
